Can i use Skype as a video chat for a friend over seas?

I have a friend in london. My mom and dad just got Skype but i don't know if it's for free? So you have to have the persons phone# then call them? I want it as a video chat...for free. I wanted Msn but i don't think i can get it...? are they the same? btw i have a Mac.
 
if its skype (pc) to your friend's phone, you need to buy credit so you can call your friend.

but if its skype to skype, its for free.
you & your friend just have to have skype accounts & add up each other as a contact just like what you do on msn so you can see each other online & call each other through your computer.
