can i use my boost mobile chip with a at&t phone???????

i have an boost mobile chip and a boost mobile phone but my phone fell in some water so i wanna know if i can use the chip and put it in a cingular phone and still use the same plan that i have for my boost....and my cingular is a nice touch screen.
