California owes me over $700 in my state tax return for 2009 (still havent gotten it yet) and today I got a CHP speeding ticket. Can I take proof of money owed by the state to the courthouse with my ticket and get them to take the cost of the ticket out of the money owed to me? Since I'll essentially be paying the state to pay my tax return, cant we just call it a wash?
