Can I use cell swapper with Verizon?

I have a family plan (2lines) with Verizon and have read about Cell Swapper and selling our contract. I called Verizon to see if they do this and a guy told me no. I see Verizon listed on Cell Swappers list of carriers. Is eligibility dependent on certain plan details or was this guy just being lazy.
