can i use a Vodafone 3G card on another UK network ?

Can a vodafone 3G PC card be used on another UK network, e.g O2, Orange etc, by inserting another networks pre-paid 3G SIM card, if so does the Vodafone branded 3G card need to be 'unlocked'
