Can I use a pay-as-you-go card on a Rogers phone that's been de-activated?

My sister gave me her old phone to use until her plan ran out. Now I would like to use the phone in case of an emergency..

Can I purchase a Rogers calling card and use it on the phone, or do I need to contact Rogers to re-activate the phone? If so, is there a large fee involved?
