can i transfer nds emulator (desume) and save state from pc to android smart phone?

using desume Nintendo ds emulator on pc and playing pokemon black rom. wondering if there is a way to transfer the emulator, rom, and save state to my htc evo. i know there are emulators and roms in the market place but i have been playing this one for a while and do not want to have to pay for a nds emulator from the marketplace
