Can i text people that dont have a mobile phone for free if i had the unlimited

If you have an unlimited plan and your text messaging is free you can text anyone for free no matter what phone company they have.
 
plan for Ocean 2 Helio phone? I wanted 2 know if i can actually text unlimited with people that dont have mobile phones. Like if I had the Ocean 2 phone and i wanted 2 text someone wit a metro phone or a at&t will it be free with the unlimited plan or will it cost?
