Can I surf web on bluetooth enabled phone, using computer's internet connection?

When I connect my bluetooth enabled device to my computer (by right clicking on bluetooth icon in task bar, and selecting "Join a Personal Area Network"). I notice there is a little sign on the phone indicating that it is connected to the internet, does that mean that the phone is connected to the internet via the computer, or that the computer is using the phone to connect to the internet?

What I am trying to do is connect my phone to my computer so that I can browse web and check emails and such on my phone, while only using my computer's internet connection. How can I do this? (If I haven't done it correctly before.)
I have a nokia phone
 
Which cellphone do you have? If you use Nokia you can. Download Nokia PC suite then connect through bluetooth then Nokia PC suite will do the rest, XD.
