Can I sue my car dealership for not keeping their promise?

I'm from CA. I bought a brand new car from a local dealership in October 2008. Before I signed the paperwork, the salesman said I qualified for the Recent College Graduate Rebate of $400 (my 2 friends was there too). So when I went to sign the final paperworks, the financial manager said to apply for the College Rebate through the manufacturer's website. So I went home and went online to the manufacturer's website but found no application so I called the 1-800 number on the site. The hotline told me I was supposed to do the application at the dealership and not through the website. So I contacted the dealership and was told to scan my college degree to them. I received an email from the dealership saying that it was too late to apply for the College Rebate (as it was to be done on day of signing). However, it's the dealer's fault for telling me the wrong information.

So the Customer Rep lady emailed me and says they'll give me several complimentary services to compensate for that. This was in March. I contacted her to get those services, but she never replied to any of my emails OR voicemails. I've contacted her many times as well as the General Manager of the dealership, but no one called me back. It is near end of May and I'm tired of trying to reach them.

My family says I should sue them in a small claims court to get their attention. Is it ok to sue for more than the College Rebate to compensate for my time and many many efforts to contact them?

Since I basically have the physical email of the Customer Rep offering me those complimentary services, as well as my 2 friends as witnesses to the wrong information the financial manager told me. I'm just so tired of trying to contact them and not getting a response as it was THEIR fault for telling me the wrong information in the first place. Please help if you have any advice to give me. Thanks very much!
