Can I sue a roommate for theft of a textbook and for unpaid utilities?

I had an international student for a roommate that definitely owes me a few months worth of utilities. She chose not to pay me in advance, despite my asking, before she left home for India with the knowledge that her subletter would not be paying the utilities (as was the agreement she had made with the sub) and with the knowledge that I would be moving out before she returned.

Aside from utilities, I found out a few days after she left that she had been entering my room and stealing my textbooks. In the common living room, I found two of my older texts amongst her belongings. Upon inspection, I found that an expensive biochemsitry text had been taken from my room. While I'm sure she is the culprit, I was unable to name her as the suspect when I filed the theft report with the police because I, nor anyone else, had seen her physically remove the book.

I know nothing will happen criminally, but I am curious if I can add the textbook to the claim when I file suit against her for the utilities she owes. Can this be done? Is the burden of proof not as stringent in civil proceedings?

FYI: While I can absorb the cost of the textbook (although I will need to purchase a new one to complete the course series), I am more or less disgusted by the signifigance of her stealing from me. She is supposedly a wealthy "bania" from India who was living here on $2500/month from her parents. She would blow this money on clothes and shoes and then have the gall to delay payment to everyone else for utilities. She stole food from everyone. She stole toiletries from everyone. She trashed the house and became hostile when asked to clean up her messes.

I'm a middle class young woman with student loans out the ass paying my way through a bachelor's, a master's, and hopefully one day soon a DVM. I pay my bills on time and in full. I respect my roommates and I know how to pick up after myself. I spent the first six months with this girl helping her out and being a friend. This is how she repaid me for being kind and generous.
 
i was to lazy to read though the hole thing but yes you can sue anyone for stealing anything and not paying utilities upon the time of agreement
