can i substitute roasted red peppers for chopped raw red bell pepper in a salad?

Yes of course! The extra crunch of the fresh pepper goes great in a salad.
I wouldn't even say you needed the garlic, but onions are definately a good substitute for a shallot...they are pretty much the same!
You can also roast your own red peppers quite simply. Just cut you pepper into about 6 or 7 chunks and place them in a microwavable dish with a lid firmly on. Microwave for 7 minutes. Open and let sit for a couple of minutes (beware of VERY hot steam!) Then simply peel the skin off the outside of the pepper chunks (if it's too difficult then put them back in for a couple of minutes longer).
