Can i submit a college recommendation letter written by my tutor?

Hey guys, i was wondering if it is acceptable to get a recommendation letter wrtten by my tutor who never was my class teacher. He might be one of the best English teachers in the country i'm living and i have excelled with him throughout the course. I'm sure he wouldnt mind writing it to me, but will colleges accept it or does he have to be an official teacher of mine? Thanks
