Can I set-up my home PC to host a website?

As in is there some way to generate a NameServer for my machine?
I am wondering this because my webhost seems to be down more than up. And if there is a way to do this how much traffic could the machine really handle.
I am running a HP a6323w with an AMD Athlon 64 Dual Core Processor 5200+ 3.00 gb RAM

I almost guarantee you that it is against your term of service, and they can kick you off
