Can I safely change .rar.html ----> .rar file?

Hey guys,

I was just wondering about this, because I was downloading a .rar and it turned out to be xxxxxxxx.rar.html


Is it possible to simply change the filetype (I know how) to .rar without damaging the file, making it openable in WinRAR or 7zip?
