Can I ride my bicycle on the road instead of footpath?

I am new to Toronto, my college is little far from my home. It is winter time also. Most of the time the footpath is covered with ice. It's not cleaned the way it should be. So, is it alright to ride my bicycle on the road? The road is not that busy also, you know.
