Can I ride a moped in england, and would it be better to buy a bike there?

You will have to get an international driver's permit. I think, in the case of the UK, you apply for it once you get there. It will allow you to drive whatever classes of vehicle are permitted on your home country's license for a specified time, usually 6 or 12 months. After that you have to sit for the other country's license.
 
I have a New Jersey Class D Driver's License which allows me to ride a moped in New Jersey. I know that I can use this Driver's License to drive a rented car in the UK, and so wanted to know whether if I bought a moped over there I could ride it legally with the license I already have
 
you mean the ones that go BRRRRRAAAAAARRP BRRRRAAAAAAAAAAAAAAAARRRRRPPP BRAAAAARRP!!!!?? If so then no because as you round a corner I'll knock you off it with a bat because it's a horrid noise
