Can I report my university for tolerating underaged drinking?

Ok I live in St. Louis and I attend Harris-Stowe State University. Unfortunately I live on campus so underaged drinkiners disturbing the peace is completely normal to me, and the university accepts it. I 've talked to the director fo the dormitory, the student activities directorm security guards and even written a complaint letter to the president of the university and NOTHING has ever been done. Not only are these drinkers underaged but even if you are of age you're not supposed to have alcohol on this campus nor come to this campus intoxicated. There was even once instance where a security guard caught a group of underaged students completely inebriated and told the director the the dormitory exactly where the alcohol was located and guess what he did? NOTHING! I'm seriously at my ends wit here its not even just the fact that these drunken students are constantly disturbing the peace its the fact that myself and many other students are constantly reporting these incidents to administration and they do thing at all. And being that I am a Pre-Law student I am an adament believer in abiding by the law, just because your in college and underaged doesnt give u any excuse to break the law by dirnking underaged. So my question is can I report them to some law authority or some higher education authority? If so, to who?
