can i register/trademark a name wothout actually starting a business?

my finances are a bit messy right now. can i register/trademark my (future)small business name with my state without actually forming a business?
 
Yes!

Usually, a business is registered/trademarked in advance of starting a business. This precludes you from using a name that is already registered or trademarked; thus avoiding massive legal fees in case of a conflict.

Clean up your finances -- a really good businessperson has special talents in knowing when to spend and when to save. If you don't have that instinct, maybe you should be an employee rather than and employer; or at the least, partner with someone who has financial "smarts."

Successful business ownership requires a person who has tremendous abilities to manage people. Not only do you need competent people, you need loyal and then compliant persons, as well as people to tell you that you are "full of it." And, you need to recognize the differences and listen to those who are honest.

The businesses that succeed "Big Time" are rare. Learn everything you can about big business, legal regulations, local regulations, competition, etc. before you engage in any business, unless you have a lot of money to throw away.

The United States needs businesspeople who can provide a product that can be exported. We need to reduce the balance of trade and become more self sufficient, in my opinion.

Yes.

You can trademark a name with the registrant being you as an individual. A business does not have to register the name.

Keep in mind if you later want to transfer the trademarked name from your personal name to legal business entity (a LLC or a Corporation, for example) it will cost money. However, this is not a necessary step, you can always leave the name registered to you personally.
