Can I register my business with the State Dept. but still not file taxes?

I am starting up a photography business - but very slowly. I have a full time job -- my child. So, I will probably not even make the $400 necessary to report to the IRS for self-employment income. Can I skip the whole tax reporting and file the business still? Wouldn't I still need to collect sales tax?
