Can I register a Cingular sim card to a new number?

My phone was stolen @ school. I called cingular to have my phone blocked and to request a sim card. I wasn't expecting to get it free but I was only ready to pay $10 dollars at most for the card. To my surprise I have to either buy a new phone at retail price (I have 6 cingular phones, every time I renewed my contract I would pay the shipping for 3 new free phones since I have three lines in my contract, but I haven't lost my phone in 4 years with them) or pay 25.00 for a new sim card.

I have a couple used sim cards.

So my question is can I register one of my old sim cards that has been deactivated and reactivate it?

My sister who is on my plan lost her phone once and all I paid was 5 bucks for the sim. 25.00 just seems ridiculous. I would agree if I kept loosing my phone and asking for one every few months but this is my first time since I got my contract.

I forgot to mention I also have insurance on the phone, but it costs 50.00 to get a replacement phone, so I asked them if I could get a sim card for a reduced price since I have insurance, apparently its all or nothing. On top of all this I still have to continue paying service.
