Can I receive Financial Aid for school if I didn't sign up for the Draft when 18?

I've come across a few sources (Now with Y/A) and in all, it states that I cannot get Financial Aid if I didn't sign for the Draft back when I was 18, age 31 now.

Few questions..

1. Is this true?
2. Are there any ways around this, if so?
