Can I reapply to the same restaurant within 3 weeks?

I handed in my application and as soon as the manager heard the hours I was available to work said he'd give me a call and I knew what that meant. I'd like to apply again and interview with the other manager they have instead. There are only 4 shifts a week I can't work and they don't include weekends. Can the other manager hire me without getting consent from the asshole who wouldn't hire me over a few shifts?
The 4 shifts are monday-Thursday NIGHTS. I can work the days fine.
 
Hmm. The other manager is going to have the day hours available for you? How's he gonna swing that?
