Can I put Celtic Sea Salt in my betta fish's tank to help with fin rot?

My Betta fish has recently been acting sickly. It just lays at the bottom of it's tank. (Which it has never done.) I have changed it's water and cleaned the tank. I even took the plants out because they were looking sickly themselves. Still, all he does is lay there. I have some Celtic Sea Salt and was wondering if I could put it in there, if so how much? The Sea Salt is pure and not iodized.
