You sure can, you'll see an inch of difference, but keep in mind your petals and components will also set lower, so there will be less clearance between the road and the bike.
I just got a vintage beach cruiser which is a little too big for me. It needs a lot of fixing up so before I start scrubbing away at the rust, can I just put on new 24" rims and tires? Will they fit?
