Can I pull the fuse panel on my 2000 buick century to add an accessory fuse? Or...

...do I need an in-line type? The inside block has accessory spaces and looks like it comes out, but I cannot find how to in the Chilton. I am trying to wire hideaway strobes without using an in-line type fuse.
 
yes... its bolted on using usually 3-4 small bolts through a sub-frame on the dash or into the kick panel... look for these bolts, take em out and GENTLY pull the fuse block away to wire in your acc.
 
I'm not too clear on you're intention but in any case i highly recommend that you draw power directly from the battery using an in-line fuse, modern systems such as your 2000 is much to dependent on the CPU to risk tapping in to the fuse block, especially if you're uncertain.
