Can I proceed an engineering course in South Korea, my course is Electronics

Engineering Technology.? I want to proceed to engineering because my course is only a technician based, I'm not a Korean. I really want to study there, or either in Japan. Would it be acredited,some of the programs that I already took up.What school is available?I also want to have a scholarships if possible.
