Can i plug a 19V PC charger to a 15 watt car (cig lighter) converted plug?

Is the cigarette lighter in the car rated to handle as much as 19 volts...because most cars only have a 12 volt battery.

I'm not sure if it would be different energy if the car is running off fuel instead.
oh right, i was thinking backwards...well only one way to find out. thanks
