Can I pay In-state tuition for JCC living in PA?

I live in Buffalo, and I want to move to pennsylvania for a year to establish residency so attending Penn state will be cheaper next year. My question is, If i live and work in PA for this year, Can I attend Jamestown community college in NY and still pay in-state tuition there until the next year when i plan on transferring to Penn state?
