Can I paint over the glue/backing left behind by removing wallpaper?

I ripped down the strippable wallpaper in my half bath and it left behind the paper backing. I've removed wallpaper before and know how much work it is to scrap off all the glue from the walls. My question is... the walls are smooth now with the paper backing. Can I just prime it and paint over it? or do I actually need to scrap off all the backing now too?
