Can i make my own theme on my iphone? With cydia or rock.?

Hi I get themes for my iphone under cydia and rock and then it downloads the theme to an app called winterboard, which is a app that has a snowflake on it. I like how I can do that but some of the themems I really like but there's certain things about them I dont like, like I love on one of them the text setting like the pink messages and all of that but then the slider bar is black as well as the backround and then it won't let me set a wallpaper
Is there an app that I can download and make my own?? or is there a way to choose what I want on the themes?
