Can I link my Xbox 360 gamertag with Games for Windows? (and other GFW questions too)?

Can I do this?
Will I keep my friends on my friends list from Xbox live?
Will they see me online when I use Games for windows?

and How do I see the Games for Windows Dashboard on my pc?
(I guessing I have to buy a game for pc and put it in my pc to see the dashboard)
