Can I learn how to develop programs for Iphone (e.g. 4S) using an IPad?

I have an IPad and I don't have an Iphone. I want to learn how to make Apps for IPhones. I was told that any App works on Iphone it works on Ipad as well?! (and vice versa) Is that true??
If yes; I would like not to buy an Iphone phone.
