I can't see how I could not. I decided to learn 100 words a week. I already learned my hundred for this week. There is 52 weeks in a year so in 40 more weeks (if I continue to learn 100 a week) I'll know 4,000 words. By the way, when I say dictionary, it is in reference to my teach yourself language book dictionary. I almost fully understand the grammar system.
Can I learn a language fluently before 1 years time?
