Yes,you can jailbreak and unlock the iPhone 4.You can use Jailbreakiphone4sim.com to jailbreak and Classicunlocking.com to unlock the network.Since it is a permanent unlock and legit one you will not face any problem in accessing the features of the phone.This does not need jailbreaking.
