If not, how can I? I want to install My ATI drivers in Safe Mode, for they don't seem to be compatable with Windows 7. Remember, my question is if i can install programs in safe mode, nothing about the Drivers. But If you do know something about my problem I would love to hear your opinion 
For anyone wondering.. this is why. All I want to know tho.. is if I can INSTALL PROGRAMS IN SAFE MODE, THAT IS MY QUESTION.
Found this several places and at ATI:
"All future ATI Catalyst™ releases made available past the ATI Catalyst™ 9.3 release will not include support for the legacy products listed above or any of the features associated with those legacy products."
Yours is a 'legacy product' that's included in the 'list', so the newest Catalyst drivers Won't Work. Get 9.3 here:

You might have to mess with the 'Compatibility' feature of Win7 also. I've had good results installing the drivers in Safe mode, when the driver for the graphics card is turned off (and therefore, more easily replaced).
