can i have a perfictly good unregistered car in my driveway?

I rent the house. I can't afford to put it on the road yet. I have a tarp over the car. Can they force me to move it, or even tow it?
 
There may be something in your rental agreement or lease that prohibits this. It may not be even up to them as there are covenants in place on some deeds that prohibit such things. Which not even the police would know (but the landlord should).
So yes you can be forced to move it, or be moved out yourself.
