Can I go to college for 2 years and then university for 2 more years?

I was wondering if I could go to university after 2 years of college and if it would count as graduating college or university ??because there's this great program that allows high school kids to go to high school while going to college and after finishing your high school years you would have finished 2 years of college, I was wondering if I should do that or just go to high school and then straight to university after
