Can I go to a college for two years just to build a portfolio and then transfer to an all arts school?

Because unfortunately for me I have just recently (within the past year) realized what I want to do in life, and that is art. And being that I don't have an outstanding portfolio filled with what colleges are looking for, I don't believe I will be able to get into an arts college. My portfolio basically consists of characters, no still-lifes, nothing too in detail, and not a lot of variety which happens to be my dilemma (art schools told me this on portfolio day).

So what I wanted to know is if it was even possible to start off at a different school for the first two years then transfer to get my masters in art? And if it is possible what would be the best type of college to start off at - a liberal arts college, and 4 year university, or a community college?
