if there is lighting in the area, it would not be wise to do so. water and electricity does not go well together.

I got in a pool one time when it was lightning and it hit the little metal latter as i was pulling myself up. . OUCH!, its just not safe

If there is a possibility, yes. But as soon as lightning/thunder (not rain) hits, a public pool will close and, if it's a private pool, you should get out.
