Can I get my cannabis card while on probation without health insurance? (in California)?

So I've been on probation for quite some time (felony for shoplifting, not drug related), and I get off in late January. I turn 18 tomorrow, and I was wondering how to go about getting my cannabis card. I don't have health insurance though.. No doctor. But I did go to a local clinic A while back when I was sick, and I didn't need health insurance for Meds. Could a local doc at a clinic give me approval for one? And if so, where do I go with this? I live in the Sacramento area, so if anyone has any good recomendations that are local, let me know please. I seriously need step to step directions. I have no idea how to go about this
