Can I get another phone from Verizon even though the 2 year plan isn't up yet?

I am currently on a Verizon cell phone plan. I got my phone in September of 2008. I am sick of my phone and want a new one, but can't since the 2 year plan isn't up yet, I can't get one, however, I heard that after 18 months, you CAN get a new phone. Is this true? & FYI, I know you can get a phone off of eBay or other sites like that, but I am looking to buy a phone from the Verizon company itself. Thanks.
