Can I fix my 94 Dodge Intrepid? Is it worth it?

I was hearing like a scrapping banging sound comming from my right back wheel. My friend took a look and said my frame had broke. I dont really understand but he said it would have to be welded, and even then if I hit a big enough bump it may snap again. He said sooner or later my car would look like it was leaning to the side in the back, but the wheel wont fall off. So my question is does this sound right and how much do u think it would be to fix it? someone please help
