Can i do webdevelopment with PERL on windows?

you can install Perl on windows through the activestate perl distribution. in terms of setting it up on your home server im not exactly sure of how to do but im sure if you look it up on google you may find various articles on how to do it.

I wouldn't suggest using perl anymore though as it is an old language and PHP can handle just about everything Perl can.

There is no such thing as PERL. There is a programming language called Perl, though.
If you already have WAMP, just install ActivePerl and configure the Apache server so it knows where perl.exe is and associate .pl files, etc. (If you're lucky, the ActivePerl installer will do it for you.)
