Can I defy a Verbal Order from a Judge in New York State.?

I have been ordered verbally by a judge to stay in New York City. I am in a divorce with two kids. My husband lives in NYC. We share custody of the kids. I take them during the week during school and he has them on the weekend. I am the primary caretaker. My husband does not want to travel or the kids to travel to share custody. I cannot support my kids in New York City. I am now engaged and my fiance lives in Pa. 135 miles away. I have been living with him for two years in New York City but he has moved his business to Pennsylvania. He has offered to support us in Pa. but my ex-husband will not allow me to move two hours away. My fiance cannot pay for his home in Pa. and support us in N Y City. Should I request for assistance from the state in New York City for support and housing? Should I defy the judge and put my kids in school in Pa. and wait for the consequences? Can I do something to contest the judge's verbal order? I am stumped.
Anybody have any answers or ideas to solve this problem?
