Can I convert my Toyota DLC diagnostic connector to a OBDII?

It's the same thing. sort of.
DLC - data link connector, standard term used for where you hook up the scanner to the car.

since your car is a 1998 model, it will already have a DLC most times its under the dash, by the driver side, where his/her right leg would be.
 
Not sure if this is possible but trying to convert my Diagnostic Link Connector to an On-Board Diagnostic II connector for my 1998 Toyota Rav4
This RAV4 is the Australian model so it does not have to comply with the US standards. It comes standard with a DLC, not ODBII port. I am looking to hook up Garmin's latest EcoRoute HD (https://buy.garmin.com/shop/shop.do?pID=38354) to my Garmin 1490T.
