Can I conduct an interview at a public library?

Reporters and journalists answer only please. I called to ask if I could conduct an interview for my website, but the library staff said no. I'm wondering that since it's a public library, do I have the right to report there as a journalist?
P.S. NOT a job interview
 
I would think that interviewing anyone in a public library or anywhere else would involve the asking and answering of questions. Since most libraries require quiet, so the patrons will not be disturbed as they are studying or reading, I believe the staff is within their rights to refuse your request.
