Can I claim an abandoned bike in Boston legally? If so, how?

There is a bike locked to a street sign post that is obviously abandoned (missing wheels, missing seat, rusted chain) and I would like to get the frame, clean it up, and build a new bike out of it. Is there a legal way to get this done? It falls under the law's definition of an abandoned bike (missing things, rusted chain, there for more than 30 days) but I don't know if I am allowed to somehow get the frame for myself. I'm a college student with tons of loans so I'd love to get a cheap/free bike frame to build a decent bike to ride for exercise. Thanks!
