Can I buy new phone from T-mobile if..?

my parents haven't paid for the cell phone bills for a couple of months now? They kept delaying it because of financial issues, but I want to buy a new phone because our 2yr contract is over..
Last time I went to the Tmobile store they tried looking into our account but said it was blocked so they couldn't see anything (blocked because we didn't pay our bills yet), does that mean we can't buy a new phone until we pay our bills?
 
Well, considering the economy crisis america is in, i assume no. You need to finish your contract (aka paying off EVERYTHING) before starting a new one.
