Can I buy an iPhone (with a plan) from the US but use it in another country?

Can I purchase the iPhone on a plan from the US, but use it another country? By that I mean using another SIM card from the other country's phone company on the iPhone. It's cheaper to buy an iPhone with a plan such as AT&T instead of buying the unlocked version for $550.

If yes, what do I have to do to "unlock" it? Is it possible to do it myself?
